This is an action against the United States for breach of contract for wages and a tort claim for libel. After plaintiff-appellant had presented his case, the government, defendant-appellee, moved for dismissal pursuant to Fed.R.Civ.P. 41(b). The district court, after receiving briefs from the parties, issued a written opinion granting the motion.
