This suit is brought under the Freedom of Information Act ("FOIA"), 5 U.S.C. § 552, to compel the Internal Revenue Service ("IRS") to disclose certain internal documents. Plaintiff's request for the documents was denied by the IRS. Plaintiff thereupon commenced this suit pursuant to paragraph (a)(4)(B), FOIA, which provides de novo review of the agency's denial in the district court and gives standing to an individual...
