Appellants, proceeding pro se, brought an action in the United States District Court for the District of Wyoming pursuant to 42 U.S.C. §§ 1983, 1985, 1986. In their complaint, appellants alleged a violation of their Fifth Amendment protection against the taking of property without due process. Named as defendants, appellees herein, were Bob Hughes, Director of the Wyoming Division of the Internal Revenue Service, and Amax Coal Company...
