Plaintiff, a native and citizen of Pakistan, entered the United States as a nonimmigrant visitor for pleasure on July 16, 1977. Ten days later plaintiff applied for admission to Edinboro State College (Edinboro), which admitted him the same day pursuant to its "rolling" admissions practice and issued a Form I-20, "Certificate of Eligibility for Nonimmigrant Student Status...
