Appellant filed suit for a writ of mandamus and a declaratory judgment contending that Ga. L. 1977, p. 1236, is invalid. That statute authorizes consolidated governments to permit the sales of alcoholic beverages from 11:55 p. m. on each Saturday night until 1:55 a. m. Sunday morning.
