The petitioner has filed a petition for habeas corpus relief pursuant to 28 U.S.C § 2254. Petitioner alleges that the conditions of his present confinement violate his rights to due process of law and to equal protection under the Fourteenth Amendment, as well as his right to be free from cruel and unusual punishment under the Eighth Amendment.
