This is an appeal from an order of the Court of Common Pleas of Luzerne County which reversed a decision of the Jackson Township Zoning Board of Adjustment (Board). G.W. Klem and Jane M. Klem, his wife, (Landowners) made application to the Board for a special exception for the construction and operation of a dog kennel on their land in Jackson Township.
