This action was instituted pursuant to 42 U.S.C. §§ 1983 and 1985 to redress alleged deprivations of plaintiff's decedent's civil rights which occurred while he was incarcerated in the Buchanan County Jail, Grundy, Virginia, on a charge of operating a motor vehicle while under the influence of alcohol.
