The Public Service Commission of Wisconsin (PSC) has appealed from a judgment entered by the circuit court for Dane County remanding to the PSC for further proceedings the PSC's determinations that each of the six respondent cities1 shall credit to its retail electric power customers a rate refund each respondent received.
