Raymond Fayerweather, a federal prisoner currently confined in the United States Penitentiary in Atlanta, Georgia, filed this action on July 1, 1977, alleging loss of certain personal property in September of 1976 when he was subjected to custodial movements involving penal institutions in Miami and Tallahassee, Florida, Atlanta, Georgia, and Lewisburg, Pennsylvania.
