Plaintiff, Ray Bellamy, brought this action against the United States under the Federal Tort Claims Act, 28 U.S.C. § 2671, et seq., to recover damages for personal injuries sustained on May 2, 1973, when plaintiff slipped and fell while entering a step van furnished by National Aeronautics and Space Administration (NASA) and maintained by the General Services Administration (GSA).
