The petitioner, John R. Underwood, presently incarcerated in the U.S. prison in Atlanta, Georgia, was convicted in this Court, J. Day presiding, on February 20, 1976 for the unlawful distribution of a schedule II narcotic drug controlled substance, cocaine, in violation of 21 U.S.C. § 841(a)(1).
