On September 15, 1976, custody of Cindy McNeal was given to her father, Jerald McNeal, pursuant to a Texas divorce decree. It was stipulated by the parties that in November, 1976, Jerald delivered Cindy to his parents, Warren and Coriene McNeal, on a temporary basis until Jerald was established in a new job and residence in Georgia.
