We shall here hold that appellee, Ruth L. Sherman (Dr. Sherman), did not achieve tenure as a member of the faculty of Bowie State College. She sued the Board of Trustees of the State Colleges of Maryland (the Board) together with certain Bowie officials. The officials were sued individually as well as in their official capacities.
