This matter is before us on a petition for a writ of prohibition filed by Philadelphia Police Officers Gerald Salerno, Charles Gubler, Steven Maggiancaldo, Andrew Yaletsko, Howard Davis, James Dorwart, David Ridgeway, Sid Mullins and Robert Butler.1
