Olde Towne Liquor Store, Inc. (Olde Towne), is licensed under G.L.c. 138, § 15, to sell alcoholic beverages at retail for consumption off the premises. The board of selectmen of the town of Burlington (selectmen) suspended Olde Towne's license for forty-five days as penalty for a second offense of selling liquor to a minor.
