The appellant, Paulding County, brought this suit against the appellee, the City of Hiram, contesting the validity of various annexation ordinances passed by the Hiram City Council in October of 1976.1 The annexation ordinances were enacted under the "100% method of annexation" authorized by Code Ann. § 69-902 (Ga.
