This is an appeal from an order dismissing a suit by plaintiff, Robert F. Jennings, brought pursuant to 42 U.S.C. § 1983 and § 1985(3).1 Alleging that defendants, acting under color of state law, violated his constitutional rights, plaintiff sought damages and a declaratory judgment that his First, Fourth, Ninth and Fourteenth Amendment rights had been violated.
