STAPLETON, District Judge:

The plaintiffs in this case have demonstrated at trial that a reapportionment ordinance of the City of Wilmington violated the Equal Protection Clause of the United States Constitution. See Cohen, et al. v. Maloney, et al., 410 F.Supp. 1147 (D.Del. 1976). They now seek an award of attorney's fees against some of the individual defendants pursuant to 42 U.S.C. § 1973l...
