MEMORANDUM OPINION

GRADY, District Judge.

The Civil Aeronautics Board filed this action as a response to a series of incidents beginning in the fall of 1976. Numerous charter tours were scheduled by the defendant tour operator and travel agents, and deposits were accepted from the potential travelers. Thereafter, the tours were cancelled, the tour operator and travel agents were adjudicated bankrupt, and the tour participants have not received their money...
