Appellant Foster was indicted for "solicitation to murder," found guilty by a jury, and sentenced to jail. From the evidence, the jury was warranted in concluding that in 1974 Foster, then a policeman, engaged in a month-long effort to enlist fellow policemen in a "death squad" to eliminate certain chronic offenders by executing them.
