BEEKS,* District Judge:

On the morning of January 22, 1975 S/T NORFOLK, fully laden with 33,500 tons of crude oil, prepared to dock at Amorco Wharf on the Sacramento River a few miles inland from San Francisco Bay. As she maneuvered off the dock, a sudden shift in the current caught her stern causing it to swing around out of control until it contacted the Benecia/Martinez Highway Bridge damaging the protective fender...
