In September, 1973, a two-count indictment was handed down charging Neil Maury Hirsch with failure to comply with the Military Selective Service Act. Hirsch was not taken into custody at the time of his indictment and on October 2, 1973, a bench warrant was issued for his arrest. In September, 1974, Presidential Proclamation 4313, [1974] U.S. Code Cong. & Admin. News 8216, was issued, establishing a clemency program for Vietnam era draft...
