Petitioner, presently incarcerated at the United States Penitentiary at Lewisburg, filed this action pursuant to 28 U.S.C. § 2241 on May 3, 1977. On May 20, 1977, he was granted permission to proceed in forma pauperis. All responses and counterresponses having been filed, the case is now ready for a determination on the merits.
