This suit was heard on January 31, 1977. Plaintiffs sought a preliminary injunction and declaratory relief. Defendants' motions to dismiss, and, alternatively, for summary judgment, were also heard. Defendants' motions were denied. A written Order was issued granting plaintiffs' motions for declaratory judgment and for injunction on February 2, 1977.
