This action in equity has its genesis in the determination of the Lehigh County Board of Elections to seek a nonbinding advisory opinion from the electorate on the Trexler Lake Project by placing on the November 1977 election ballot the following question:

"Should the proposed Trexler Lake Project, also known as the Trexler Dam, be constructed? Yes [] No []"
