This class action for declaratory and injunctive relief claims that the Department of Agriculture's (USDA) delay in implementing the Congressional mandate for food stamp eligibility for drug addicts and alcoholics in treatment and rehabilitation programs was unnecessary and unreasonable. After this lawsuit was filed, the implementing regulations were in fact promulgated. Plaintiffs seek retroactive benefits...
