In this action brought under 42 U.S.C. §§ 1981, 1983 and 1985, plaintiff, a Kentucky attorney, seeks injunctive relief staying the enforcement of a mandate and final order of suspension issued against him by the Kentucky Supreme Court (vice Kentucky Court of Appeals) on January 17, 1975. He further seeks a declaration that KRS 30.170 and certain rules of the Kentucky Supreme Court promulgated thereunder...
