This is an action brought by the heirs of Pedro Arroyo González to recover from the United States certain lands which their ancestor owned at the time of the Spanish-American war and of which he was deprived by virtue of an Act of Congress that authorized the President of the United States to reserve for public use by the government of the United States certain lands in Puerto Rico including those of plaintiffs...
