WILKINS, J.

The plaintiffs, taxable inhabitants of the town of Arlington (town), challenge the consolidation of the town's police and fire departments into a department of community safety under the direction of a director of community safety. The defendant town manager consolidated the departments purporting to act pursuant to § 15 (b) of St. 1952, c. 503, "An Act establishing a town manager form of government for the town of Arlington."
