This is a civil rights action in which plaintiffs challenge the provisions of R.I. General Laws §§ 17-7-1 through 17-7-10 and 17-23-7 as unconstitutional and the enforcement of § 17-23-7 by the Board of Elections as contrary to the law of Rhode Island.
