OPINION
PER CURIAM.
Plaintiffs in this action seek to enjoin a state criminal prosecution and further pray for a declaratory judgment that the statute underlying the criminal charge is unconstitutionally vague and overbroad on its face, and unconstitutional as applied in this case. Because no such relief can be granted unless the application is heard and determined by a district court of three judges,
