This suit arises from a labor dispute concerning the legality of a union shop agreement for a business operating on a federal enclave situated within Virginia. Jurisdiction is claimed on the basis of the existence of a federal question and an amount in controversy in excess of $10,000 exclusive of costs and interest. 28 U.S.C. § 1331.
