I. INTRODUCTION

This suit is instituted pursuant to 42 U.S.C. § 1981 et seq., and particularly Sections 1982 and 1983 to redress the deprivation of civil rights protected by said statutes. The action is also based upon the First, Fifth and Fourteenth Amendments to the United States Constitution. The jurisdiction of this Court is founded upon 28 U.S.C. § 1343.
