Plaintiffs are 27 commercial fishermen who brought an action on behalf of themselves and all commercial fishermen licensed by the state since January 1, 1969 to recover money collected from them by the Department of Natural Resources for lake trout taken by them incidental to their commercial fishing operations since June 15, 1970.
