The city of Cranston, by its solicitor, initiated these certiorari proceedings seeking review of a Superior Court judgment that sustained a decision of the Cranston Zoning Board upholding the validity of seven building permits. We ordered the writ to issue. City of Cranston v. Carpionato, 112 R.I. 947, 316 A.2d 349 (1974).1
