Travelers Indemnity Company (Travelers) filed this action against the United States (Government) under the Federal Tort Claims Act, 28 U.S.C. § 2671 et seq. Jurisdiction is based on 28 U.S. C. § 1346. Travelers, as subrogee under an insurance policy issued to Pacific Power and Light Company (Pacific), seeks indemnity from the Government for Travelers' payments to Pacific for an insured loss.
