The plaintiff Citizens Committee to Oppose Annexation (hereinafter CCOA) brought this action seeking to void and enjoin the enforcement of a state court decree ordering the annexation of portions of Campbell and Bedford Counties, Virginia to the City of Lynchburg, Virginia effective December 31, 1975.
