Appellees, law enforcement officers in the Arizona Department of Public Safety, brought suit in 1971 against the acting director of the Department, James J. Hegarty, and the State of Arizona. In that action the officers alleged that they were required to work in excess of eight hours a day without receiving "overtime" for the work performed.
