The following resolution was adopted by the senate on January 15, 1975, and filed with the supreme court on January 20, 1975:
"Whereas, Part 2, Article 49 of the Constitution of New Hampshire provides that the president of the senate shall, during a vacancy in the chair of the governor, exercise all the powers and authorities vested in the governor and further provides `... but when the president of the senate shall exercise the office of governor, he shall not hold...
