Mrs. Rich, the plaintiff, applied to the Colorado Board of Mortuary Science for a "Funeral Director's License." After hearing by that Board, it made the following decision:

"That the application of Helen I. Rich for examination for licensure as a mortuary science practitioner be hereby denied for the reason that such applicant fails to meet the necessary statutory prerequisites as to education as required by statute."
