Approximately one year ago the Mayor and Council of the City of Macon purchased the equipment and hired the former employees of its public bus transportation franchisee Bibb Transit Company and began operating its own public bus transportation system.1 At the time it ceased operations Bibb Transit Company was and for many years had been displaying commercial advertisements on the outside and inside of its buses....
