This is a habeas corpus proceeding. On January 19, 1971, Emmett Harris was convicted by a jury in Georgetown, Delaware, of having raped a thirteen year old girl. The conviction was affirmed by the Supreme Court of Delaware. Harris v. State, 293 A.2d 291 (1972).
