Plaintiffs Roy Oaks and Fabon Follin, residents of Alcorn County, Mississippi, brought this action under 42 U.S.C. § 1983 and 28 U.S.C. § 1343(3) against defendants, the members of the Board of Trustees of Northeast Mississippi Junior College which is located in Booneville, Mississippi.
