The judgment of the Chancery Division is affirmed essentially for the reasons set forth in the opinion of Judge Bischoff.

However, we deem it appropriate to point out that with respect to the holding of the court below, that plaintiff is left to pursue her rights against the Unsatisfied Claim and Judgment Fund Board, plaintiff is a "qualified person" within the meaning of N.J.S.A. 39:6-62.
