This matter is before the Court on defendants' motion to dismiss the complaint on the grounds that, inter alia, this Court lacks jurisdiction over the subject matter of the claim, in that the City of Richmond and certain of its officers are not amenable to suit in actions such as the present, arising under the Civil Rights Act, namely 42 U.S.C. §§ 1981, 1983...
