In 1961, the appellees acquired a 20-acre tract of land contiguous to the Town of Gaithersburg (the Town). Early in 1966, the owners of a separate 130-acre tract, also adjacent to Gaithersburg, petitioned to have their land and an additional 72 acres (202 acres in all), including the appellees' property, annexed to the Town.
