(hereinafter Ford) brings this action to set aside the Order of the Interstate Commerce Commission (hereinafter the Commission) denying Ford's application to reopen the proceedings in which Ford's predecessor-in-interest acquired its "grandfather" authorization as an interstate motor carrier under § 209(a)(1) of the Motor Carrier Act of 1935.
