This dispute involves two separate oil and gas leases on Indian lands in Stephens County, Oklahoma. The Court has jurisdiction herein pursuant to 28 U.S.C. § 1345 in that the United States initiated this civil action to enforce a decision of the Secretary of the Interior having to do with royalties owed by the lessees of said leases.
