GALLAGHER, Associate Judge:

This is an appeal from a judgment denying appellants recovery by way of contribution from the District of Columbia. We affirm but do so for a different reason than that adopted by the trial court.

William D. Hickerson, a District of Columbia employee, brought an action in tort against Won T. Moon for personal injuries suffered when a Sanitation Department vehicle, which Mr. Hickerson was driving, collided with Mr. Moon's automobile...
